Make those seconds a little longer

I had a following invention on coffe-making but it is situated on a faraway hard-drive so I'll tell this instead:

Since I have a film that is nineteen minutes and that formate is too long for many competitions and festivals that use the standard of 15 minutes, it would be good to have a little bug-thingie that make a clip look like it is 15 minutes, when it actually is longer say 25 minutes instead. It just count the time differently depending on if someone is looking on the screen and how many extra seconds there is, the seconds just gets a little longer in the mashine.  A little bit like the difference between measurments, american inches and foots and the european standards - it is normal! Different ways of measuring that can make possibilities in strict systems that need some refreshments!!
And if this already exist, tell tell me!
